Draft Environmental Impact Report

Under the California Environmental Quality Act (CEQA), MTC and ABAG must prepare a programmatic Environmental Impact Report (EIR) to inform citizens and decision-makers of potential significant environmental impacts that could result from implementing Plan Bay Area 2050.

The Draft EIR for Plan Bay Area 2050 programmatically assesses and discloses the potential environmental impacts of implementing the Draft Plan Bay Area 2050, including its housing and economic strategies to accommodate forecasted regional growth, its transportation strategies to invest expected forecasted transportation revenues and its environmental strategies to protect the region from expected sea level rise inundation. The Draft EIR also recommends measures to mitigate any significant adverse impacts and analyzes reasonable alternatives to the Draft Plan Bay Area 2050.

The Draft EIR is now available for public review and comment.

Your Feedback Is Important
As required by state law, MTC and ABAG filed a Notice of Availability  (NOA), which provides interested agencies, organizations and the general public with notice that the Draft EIR is available for public review and comment. The release of the NOA kicks off a public comment period extending from June 4, 2021 to July 20, 2021.

MTC and ABAG have scheduled three virtual public hearings to receive comments on the Draft EIR. All interested parties and members of the public are invited to submit comments and/or participate in the public hearings. Oral and/or written comments will be accepted during these hearings. All written comments must be received no later than Tuesday, July 20, 2021 by 5:00 p.m. All comments postmarked by July 20, 2021 will be accepted as timely.

A Final EIR will be prepared following public review and comment on the Draft EIR. The Final EIR will consist of changes to the Draft EIR and written responses to comments submitted during the comment period on the Draft EIR.

MTC and ABAG will consider this information during their deliberations on certification of the Final EIR and prior to adoption of Plan Bay Area 2050. The MTC Commission and ABAG Executive Board are anticipated to certify the Final EIR in fall 2021.

CEQA requires the EIR to identify and study a range of reasonable alternatives to the proposed Plan. EIR alternatives will be developed during the remainder of 2020. There are generally three factors for consideration of an alternative from a CEQA perspective:

  • Will the alternative potentially avoid or lessen significant impacts of the project?
  • Can the alternative attain most of the project objectives?
  • Is the alternative potentially feasible?
